Family Self-Sufficiency

The Family Self-Sufficiency program provides a financial incentive for families to become self-sufficient. The program is offered through a partnership between Tri-CAP and the St. Cloud Housing & Redevelopment Authority (HRA).

As a family enters the program, the St. Cloud HRA establishes an escrow account for those enrolled. As the family income increases and rent increases, the additional or increased rent payment goes into the escrow (savings) account. To “cash in” the savings and receive the funds, the participant needs to be employed and no longer receiving or be dependent on government cash-based programs for at least one year prior to the end of the program. This is a five-year program.

The participant and counselor work together on setting goals and action plans to achieve those targets. These goals are centered on either finding employment or increasing their income and earning power. The action plan may include pre-employment skills, skills in job training, education, or current employment advancement.

ELIGIBILITY

Any person(s) who has a Section 8 Housing Choice voucher or who resides in public housing is eligible for the program. A maximum of five years has been established for program participation.
